Sarah is a resourceful and effective global health advocate, skilled at shaping policy dialogue and influencing decision-making. She has a wealth of experience in working with civil society organisations to catalyse lasting change for marginalised populations. She knows how to set clear advocacy objectives, identify key targets and entry points, build coalitions, counter opposition, and frame and deliver compelling messages. She is adept at monitoring and evaluating the impact of advocacy.

Provision of advocacy expertise to the World Health Organization

This consultancy assignment consisted of technical assistance in advocacy to WHO in relation to the landmark WHO/UNFPA consultation in Glion on strengthening the linkages between family planning and the prevention of HIV in women and children. Sarah had a strategic input to the draft Glion Call to Action that resulted from the WHO/UNFPA consultation. The succinct Call to Action makes a series of recommendations in the areas of policy and advocacy, programme development, resource mobilisation, research and monitoring and evaluation. After the consultation, Sarah formulated a comprehensive advocacy plan for implementation by a range of stakeholders, including governments, MPs, UN agencies, donors and civil society.

Sarah was then asked by WHO to write a clear, accessible briefing paper summarising the main outcomes of the Glion consultation. This publication is featured on the WHO website.
